Meeting Minutes: October 6, 2011

Approval of Minutes

Chair Harry Tyrer called the meeting to order at 3:30 p.m. in S203 Memorial Union. The September 22, 2011 Council minutes were approved as submitted.

Report of Officers

Tyrer reported to Council that the Chair of the Board of Curators will develop a subcommittee to review the university's benefits and domestic partner coverage.  The Fall General Faculty Meeting is scheduled for October 19 and Nicki Krawitz, Vice President for Finance, will speak on performance funding. The program review procedures that are currently in place are scheduled to be reviewed. Faculty Council is sponsoring a blood drive with the American Red Cross for January 26, 2012.

Action Items

2012-2013 & 2013-2014 Academic Calendar Revisions - Monnier. After a brief discussion, Council voted to suspend the rules. A motion was made to amend the 2012-2013 & 2013-2014 academic calendars by adding a week to the spring semester on both academic calendars.  This change was needed to meet state requirements for the number of days in class.  The motion passed and the calendars appear below.

Discussion Items

Guests: Tom Phillips, Professor, Biological Sciences - to discuss the Strategic Plan.  Phillips told Council that the Strategic Plan will be discussed at the 2012 Spring Semester General Faculty Meeting. The Strategic Plan is a five to ten year vision document. It has broad goals and objectives with actions and outcomes assigned to the goals. A website will soon be up to monitor the plan and a review conducted in the next six months to see if the if it should be further developed.  The Strategic Plan is available as a pdf document at: http://chancellor.missouri.edu.

Policy on Academic Freedom, Course Discussion and Privacy - Rubin.  Rubin introduced an item from Intercampus Faculty Council (IFC) that was designed to protect the identity of students. This is in response from an incident on the St. Louis campus in which a classroom video was released that had been cut and pasted together. Many of the comments from Council were that the document was not written very well. Council also questioned whether this is a situation for the academic honesty policy.

Standing Committee Reports

Academic Affairs Committee:  Monnier, chair, they are continuing to review the Faculty Handbook for corrections.

Faculty Affairs Committee: Bentley, chair, they are discussing creating a task force to implement the two goals in the Strategic Plan concerning tenure and promotion. 

Fiscal Affairs Committee: Katti, chair, reported, they are working on intellectual property issues.

Adjournment

Council met in executive session in order to make committee nominations. The meeting adjourned at 5:25 p.m.
