Meeting Minutes: November 4, 2010

Approval of Minutes

Chair Leona Rubin called the meeting to order at 3:30 p.m., in S203 Memorial Union. The Faculty Council minutes of 10-21-10 were approved as submitted. The agenda order was suspended in order to take our guest first.

Report of Officers

Rubin reported on the November 1 Board of Curators meeting concerning changing the university’s retirement plan.  The Curators expressed concern about the December 2010 deadline for changing the plan and the resultant risk to employees.  President Forsee is reconsidering the December timeframe.

Rubin announced a Faculty Forum to discuss the Missouri Department of Higher Education (MDHE) program review, on Friday, November 12, 2010 at 3:30 p.m. in Waters Hall Auditorium.

Bentley, Vice Chair, reported on the October 28, 2010 meeting of Intercampus Faculty Council (IFC).  The meeting was mainly on the university’s retirement plan.  Both St. Louis and Kansas City Faculty Senates have taken action by writing “white papers” and hosting campus presentation events.  They feel that any decision to change the current plan should only come after a long study.  Also discussed at this meeting: tech transfer (the university patent process), and a report on university lobbying efforts.

Discussion Items

Guest: Dr. Susan E. Even, Director, Student Health Center.  Even gave an extensive overview of all the services provided by the health center.  In order to further facilitate this information, several items were distributed around the table to Council members.  All students who are registered for six or more hours pay a health fee of 92 dollars a semester.  This qualifies those students free access to the clinic, with limits however on number of visits per semester.  There are also charges for any lab work and other procedures.    Student Health provides a public health care role with services for immunizations, and testing for many different diseases.  Student Health is trying to increase their awareness on campus with website resources and a Student Health Facebook page.

Faculty Handbook Changes - Johnson.  Because of time, this item was tabled until the next Council meeting.

General Education Review - Johnson.  Johnson provided a summary of the report reviewing the General Education Program.  Some of her points mentioned were: capstone courses are no longer a requirement but remain a department decision; there are no prerequisites for general education courses unless required by departments; and, the diversity requirement and courses are too broad to provide students with the basic concepts.
